Reattach the head and screw the hose back into the base, and pump up your ball. If problems persist, you need check the head of the pump for damage or wear. Unscrew the head of the pump from the hose. The head may come off as one piece, or it may have several sections that can be unscrewed or pulled apart.
Hold the handle down until the ball becomes inflated to your desire. Repeat the process and add more air if needed.
Attach the nozzle of a CO2 bicycle tire inflator onto the threaded end of the valve stem. Screw the CO2 cartridge into the base of the nozzle to inflate the basketball. Unscrew the CO2 cartridge from the nozzle. Pull the needle valve out of the inflator valve, and test the bounce of the ball.
Straighten the paper clip and insert it into the air hole of the ball. Cut around the end that's sticking out and then pull the metal out, leaving the plastic "tube" mostly inside the ball. You will be placing your writing-cap "needle" (which you've now attached to an air pump) into this plastic casing.
If bubbles are coming out from the center of the valve, the ball has a defective valve. First, attempt to clean the valve with a wet inflating needle inserted a few times to wash away dirt and debris. If the leak persists, replace the valve with a new, compatible valve. Soak a compatible new valve in soapy water.
Pneumatic rotary actuators. The system leakage in front of the actuator is not allowing the minimum SCFM (standard cubic feet per minute) for operation. The system or actuator filter is blocked or clogged. The actuator ports are plugged with contaminants. The speed controls are closed.

Tighten a leaking fitting at the pump end of the hose where it screws into the base of the pump. If this doesn’t fix the problem, remove and replace the connection with a new hose clamp. Fix a faulty leather by removing the rod assembly from the pump barrel. If the leather is split or perforated, replace it.
